Psychological warfare is a term with various definitions, in narrower senses referring to propaganda, counterpropaganda, and other psychological aspects of warfare, while broader senses may, for example, include certain kinds of peacetime operations and/or large-scale violence intended to cause intimidation and/or terror, which would then likely include numerous military and non-military operations intended to terrorize civilians.
